The Tyumen Region is one of the most successfully developing regions of Russia and has considerable social and economic and scientific and technical potentials. In 2005 the Tyumen Region (its autonomous districts excluded) had the highest growth rate in capital investment, real payroll, and residential construction per 1,000 people among the regions of the Ural Federal District. The index of industrial production was one of the highest among the regions of the Ural Federal District and exceeded the national average to a great degree.

The Region has held one of the leading places in per capita output of major
agricultural products (meat, milk, and eggs) for the last several years. The average milk yield is the best in the Ural Federal District and the ninth in Russia.

The Region is advantageously located from the strategic viewpoint, linking
eastern and western regions of Russia, the oil-extracting north and the industrial Urals. The Region is crossed by the Trans-Siberian railroad, as well as the federal highways that link Tyumen with Yekaterinburg, Omsk, Kurgan, and Khanty-Mansiysk.

A large international airport and large Tyumen and Tobolsk river ports are
situated in the Region. The Region’s south serves for transportation of resources necessary for development of oil extraction in the north of the Region. The leading transport nexus is Tyumen, the Region’s capital.

The Region’s economy is diversified and consists of various production
activities. Most activities have seen a considerable growth of output of goods and services in the last few years.

Raising investment into the Region’s economy is one of major lines in the
regional authorities’ activity. We are ready to support the investors who intend to invest money into our enterprises and we seek to create comfortable conditions for their work in the Region. The Tyumen Regional Government does a lot in this regard.

The Region has created the legal, infrastructural, and information base
required for raising investment. A mechanism of protection of investor rights
has been developed. The Tyumen Regional Law  On State Support to Investment Activity in the Tyumen Region has been adopted. It provides the owners of investment projects with various tax privileges, subsidies, and subventions, which are granted according to the procedure stipulated by federal and regional laws.

The government is ready to allocate land lots and other real estate items that are owned by the Region. I’d like to stress the fact that foreign and Russian investors have equal rights for this kind of support.

Development of manufacturing is a priority in the regional economy policy. We
have paid great attention to development of tourist business lately using historical and cultural monuments and various natural and climatic features of the Region.

The Tyumen Regional Government is open to cooperation with potential
investors. I am certain it will be profitable to our partners and will help to fill the
market with quality goods and services and to create new workplaces.
