On March 1, 2008 a new region appeared on the map of the Russian Federation, the Trans-Baikal Territory that unites the Chita Region and the
Aginsky Buryatsky Autonomous District.

The Trans-Baikal Territory, a region of a new quality plateau, possesses an enormous potential for implementing major investment projects, above all, in the sphere of natural and mineral resource development and infrastructure development.

Dozens of fields of gold, copper, zinc, and lead, in addition to coal, zeolite,
and magnesite fields have been explored in the Region. We supply almost all of Russia’s uranium and tungsten, two thirds of the country’s tantalum output, and one third of the total fluorspar and molybdenum output. The Territory is mostly covered with forests. An analysis of the Territory’s resources has shown that a relatively small share of its resource potential is being used efficiently now.

The development of unique fields (the Bystrinskoye, Bugduinskoye, Kultuminskoye, Lugokanskoye, Solonechinskoye, and others) and creation of the Trans-Baikal mining and ore processing industrial agglomerate with the purpose of developing the fields, including five Ore-Dressing Plants with the capacity of 35,500,000 tons of ore per year and a non-ferrous metals plant, is obviously a key factor in the development not only of the Trans-Baikal Territory, but also of entire Russia.

A series of legislative, organizational and executive measures have been taken for the last several years in order to create favorable conditions for all business entities, to stimulate investment activity for the sake of economic development, to increase the production efficiency, and to fulfill social tasks.

There are quite a few bright examples of implementing large investment
projects in the Trans-Baikal Territory. Infrastructure development is a prerequisite for such projects.  In 2007, with the state support received from the Investment Fund of the Russian Federation and the funds of the Mining and Metallurgical Company Norilsk Nickel, an investment project to construct the railway branch Naryn – Gazimursky Zavod – Lugokan with the length of 375 kilometers was begun in order to develop the south-eastern fields.

In order to supply electricity to the Trans-Baikal mining and ore processing
agglomerate, a 220 kW power line extending from the Kharanorskaya State District Power Station to the Ore-Dressing Plant (from the settlement of Gazimursky Zavod to the settlement of Nerchinsky Zavod) will be constructed. Development of fields in the north of the Territory depends on the development of Moksky waterworks facility on the Vitim River and the construction of the Mokskaya Hydroelectric Power Station.

Construction of the 500 kW Chita – Kholbon – Mogocha – Skovorodino
power line is being planned. After its completion the 500 kW Irkutsk – Chita –
Zeya power line will become a link connecting the United Energy Systems of Siberia and Far East and later may become a basis for linking to foreign countries (China and Mongolia).

The investment project of reconstruction, modernization, and electrification
of the Karymskaya – Zabaikalsk Southern Extension of the Trans-Baikal Railroad (branch of OAO Russian Railways), which is being implemented now, opens new possibilities of export and import transportation to and from the Asia-Pacific countries.

The Trans-Baikal Territory has a geopolitically important location. It includes
an almost 2,000-kilometer-long section of the border with China and
Mongolia. The settlement of Zabaikalsk is the largest international road and railroad border checkpoint in Eastern Russia. The Zabaikalsk – Manchuria border crossing provides the shortest route for shipments to Europe.

We strive to preserve the historical and natural riches of our Territory and
to make it attractive for tourists.

All that places the investment standing of our Territory among the most attractive regions of Russia. The Trans-Baikal Territory is open to mutually beneficial cooperation, and we are glad to cooperate with everybody who is interestedin the development of our Territory!
