I am glad to greet the readers of this new edition of the Trade & Investment
Guide on the regions of Russia. The publishing of the Guide reveals a nice opportunity to obtain comprehensive understanding of the Region’s economic prospects and investment potential, broadening the range of relationships between the business, the authorities and the general public.
The Samara Region is one of the leading regions of Russia enjoying high
tempos of socio-economic development. The Region is far ahead of the national average in terms of such indicators as incomes per capita, retail turnover per capita, actual household consumption, and paid services per capita, which suggest a high level of people’s economic activity in the Region. Along with the social aspect of the Region’s development, production and investment figures show growth trends, too.
The Samara Region, an industrial center of Russia, features a sophisticated
multi-industry structure. Its considerable research and development potential, a developed innovational infrastructure and high professional qualification of the people provide favorable conditions for innovational development. The Region ranks fifth in Russia in terms of total volume of own production shipped.
The Region has the basic structural elements, such as advantageous geographic location, well-developed physical infrastructure, transport companies, large storage facilities, etc.) that establish the necessary prerequisites for creating a transport and logistics cluster. Such a cluster can make the Samara Region a major freight handling center for consolidation of transit and export/import freight flows between Europe and Asia, promoting the Region as an active element forming the system of international transport corridors within Russia and realizing its considerable transportation and logistic potential.
The Region is a major foreign trader. For many years the exporting enterprises of the Region have been bringing it among the top ten regions in terms of exports. The Samara Region has developed trading and other economic links with over 100 countries. The regional economy is ready for the implementation of investment projects regardless of their complexity and the specific activity they concern. It has a positive effect on the Region’s image, increasing the number of contacts our businesspeople make with foreign businesses and the amount of foreign investments.
The Region is among the national leaders in terms of foreign capital attraction. Standard & Poor’s international rating agency has rated the Region BB (positive), while Moody’s has accorded the Region a Ba1 (stable) rating. The stable positions of the Region arise from its high financial indicators, low debt, and good liquidity.
The Region’s competitive edge, its significant opportunities and prospects
for development of a broad activity range boost the investment appeal of entire sectors of the regional economy, rather than of individual enterprises.
Raising investments in innovations, research, and development is one of the priorities of the Government of the Samara Region. A large-scale strategic project in the field is the construction of a regional technology park in Samara, including laboratories and production facilities, innovational business incubators with state of-the-art equipment, exposition spaces, and other infrastructural objects. The technology park will become a center of innovations in the high-tech field, providing the necessary “climate” for nurturing innovation projects, commercialization and transfer of scientific knowledge and technologies
The Samara Region has all the prerequisites to become a center for capital, technological, and knowledge investment and a global trade hub.
I am positive that this Guide will be of interest for the potential investors
as well as for general readers.
