The Rostov Region is a major multi-profile center of industry, agriculture,
science, and culture in Russia’s South. Its exceptionally advantageous geographical location, mild climate, rich mineral resource base, developed
transport infrastructure, and qualified workforce attract investors and businessmen to the Region. Its industrial, agricultural, and scientific potential offer broad opportunities for further cooperation.

The Region’s authorities actively support investors; the investment legislation
is one of the most favorable in Russia.

In 2007 Moody’s Interfax Rating Agency gave the Rostov Region the credit rating Aa2.ru per the national scale. This means the Region is a borrower
with very high solvency and the regional budget outturn is good. For the
last few years the Rostov Region has been recognized one of the regions that
are most open for external investment.

A brand new conceptual point in the investment development of the region
was delegation of a part of the state competence in the sphere of supporting
investment activity to a professional organization, NP Investment Development
Agency, which deals with attracting investments.

We are ready for mutually favorable cooperation with Russian and foreign
