GOVERNOR OF THE MURMANSK REGION



The economy of the Murmansk Region is based on its unique mineral resources and the biological resources of the Barents Sea. Another major advantage is the ice-free Kola Bay providing direct access to international sea routes.
The Region is one of the national leaders in mining, with reserves of most minerals being of national importance and reserves of apatite and nepheline ores, kyanite ores, and rare metals being of world importance.
According to the estimated results of 2007, the socio-economic standing of the
Region may be assessed as basically stable. The enterprises forming basic economy sectors are working reliably. The average wages grew by more than 20%, exceeding $700. Despite the inflation, people’s real incomes grew by 9%. Governmental measures aimed at improving the demographic situation are starting to give positive results: birth rate is growing and death rate is dropping in the Region. Financial results of the businesses operating in the Region grew considerably as compared to 2006, making it possible to fulfill all the fiscal commitments in full.
The Region is a major energy producer. Murmansk is the largest ice-free port
of Russia located above the Arctic Circle, and the starting point of the Northern Sea Route. The Murmansk transportation hub is becoming an important link in the system of international transport corridors. Sufficient prerequisites have been established to turn it into a major oil handling terminal of Russia and Northern Europe.
There are already certain practical results available, as the General Plan for the Development of the Murmansk Transportation Hub was approved by the federal Ministry of Transport in December 2007. A management company is going to be officially established in the near future. Moreover, practical steps are taken to obtain a status of a special port zone, in order to be able to compete with foreign ports after Russia joins the WTO.
The Murmansk Region is the backbone of virtually all the plans for the development of Arctic offshore hydrocarbon fields. On November 30, 2007 A.B. Miller, Chair of the Board of Directors of OAO Gazprom, signed the resolution to construct a gas-to-liquid plant in Teriberka, Murmansk Region; preconstruction works are going to start in 2008.
To keep the Russian North and develop its resources, it is vital to hold to the
principle: “To control is to foresee.” We are not boasting of easy victories; the regional authorities understand clearly that well-coordinated work with all our existing and future partners lies ahead. We are eager to do our best and apply concerted effort, with a systematic approach and a strong sense of responsibility for the joint results as crucial values. I am sure that this Guide will contribute to this important goal, making yet another step to the prosperity of the Murmansk Region and entire Russia.
