Yuri Luzhkov,
MAYOR OF MOSCOW

I am pleased to have this opportunity to extend my greetings to potential investors and trading partners of the city of Moscow. Moscow today is the largest and most dynamically developing regional market in Russia. Major financial flows are channeled through the city, and it accounts for some 19% of domestic retail and 40% of wholesale trade. Moscow is engaged in extensive capital construction and is implementing comprehensive social programs and, in particular, small enterprise support programs.
Moscow is the absolute leader among Russia’s regions in terms of foreign investment which reached $54.582 billion for the first nine months of 2007. In recent years, the Moscow Government has focused on turning the capital into a financial, trade, and tourist center.
In order to achieve this goal, we have invested a considerable portion of the
budget into development of business infrastructure and construction and reconstruction of transport network, communication systems and new high technology centers, as stipulated in Moscow General Development Plan through 2020.
This is borne out by budget figures and general information on the scope
and structure of the investment programs of the Moscow Government.
I trust that this publication would contribute to the success of investor business initiatives in the capital of Russia.
On my own behalf and on behalf of the Moscow Government, I wish you
every success in your initiatives.
