The Maritime Territory is a dynamically developing region where great economy, research, and export potentials of the Far East and of the entire Russia are concentrated. It is not a coincidence that the Territory is to host the APEC summit in 2012.

In January 2007 President of Russia V.V. Putin held a meeting in Vladivostok,
with the chairmanship of Russia at the APEC Forum as the main item of the agenda. The federal center is allocating considerable funds (some $4.11 billion) for the preparation and organization of this large-scale international event.

At the same time, the APEC summit in Vladivostok does not end in itself;
it is one of the factors to develop the Territory as a whole. The Maritime Territory must become a foundation for a new industrial and economic center of Russia with its products oriented at the Asia-Pacific markets. The Administration of the Territory has prepared a number of proposals concerning construction of nuclear power stations and an aluminum plant, development of oil refining and petrochemicals, construction of a gas-to-liquid plant, and assembly of light commercial aircraft based on the Progress aircraft company. The total investment into the construction of industrial facilities can reach some $78.22 billion by 2020.

The most important projects include establishing special economic and trade zones in the Territory. We have already prepared a number of projects as regards the development of the Vostochny Port and creation of a tourist recreation complex on the Russky Island.

We have simultaneously started the implementation of the Greater Vladivostok
project, which is to form a modern megalopolis with 3 to 5 million people living.  Greater Vladivostok is to champion Russia’s interests at the Far East, becoming a genuine Eastern capital, a bridge between the Russian and Eastern civilizations.

I am sure that these projects are of enormous social importance as they contribute not only to the economic development of the Territory but, above all, to the raising of people’s welfare. There are people, their families and their lives behind every economic indicator. It is most important for me that everyone living in the Maritime Territory should enjoy decent, comfortable and safe living conditions.

It is not from the ground zero that such projects are implemented in the
Territory. Our future work will be a natural continuation of the suite of international events taking place in the Maritime Territory every year. Such events support the Territory’s status as Russia’s outpost in the Asia-Pacific.

In 2007 multiple important international events took place here, including
the International Ecological Forum “Nature Without Borders” (June 6–7), the Pacific Economic Congress (July 28), and a bundle of events in September: the International Fishing Congress, the Young Captains Festival of higher educational institutions training in marine professions, and the Fifth Cinema Forum “Pacific Meridians”. In October the Maritime Territory gathered governors of the North-Eastern Asian provinces for an official meeting.

The main aim of each forum is to raise the political and economic prestige
of the Maritime Territory in Russia and in the Asia-Pacific, creating a favorable investment climate and making life in the Territory interesting and eventful.
