Oleg Korolev,
HEAD OF ADMINISTRATION OF THE LIPETSK REGION
I Central Federal District
Lipetsk Region £20
The Lipetsk Region was one of the first regions in Russia to achieve the state
of a stable economic development, and in the 2006 rating by the Ministry of
Finance of the Russian Federation, it was named as a region with the best results in economic developments and the most efficient finance management.

Located in the central part of European Russia at the crossroads of major
transport routes, the Region boasts strong scientific and production potential as well as an advanced infrastructure and abundant natural wealth.

Many economy sectors successfully operate in the free market economy, including ferrous metals, machine engineering, energy, construction materials, food and beverages, processing industries, agriculture, and a number of others sectors. The Lipetsk Region is one of the few regions in today’s Russia whose economy does not require federal subsidies.

In 2005, the Law On Special Economical Zones was passed in the Russian
Federation, and the Lipetsk Region—which was found to be best prepared for this project among dozens of other regions—was granted a right to have an industry oriented special economic zone.

The Lipetsk Special Economic Zone, where a first enterprise has recently
been open, will give a new impetus to the Region’s development. District-level special economic zones are being created as well: they will become centers of growth, helping to level out economical development of different districts of the Region.

The Region enjoys macroeconomic stability and social stability that create
a favorable climate for investment. We are open to mutually advantageous cooperation in mastering new technologies and we welcome any business proposals from foreign and Russian investors.
