The Kaliningrad Region, a one-of-a-kind and the outermost western region
of Russia, can be rightfully called a cultural and tourist gate, a bridge of friendship and partnership between Russia and Europe.

The Kaliningrad Region enjoys ice-free ports, the Baltic Sea resort shore, the world’s largest amber deposits, and unique monuments and museums.
Being one of the youngest and relatively small, it is one of the most dynamically developing regions of Russia. Unique geopolitical location, proximity to sea and European countries, developed tourist infrastructure, the status of a Special Economic Zone, including the special tourist and recreational zone status which the Curonian Spit, a UNESCO natural gem, acquired in 2007, give strong impetus to further development of the Russian Baltic exclave.

Private investors intend to invest money in construction of tourist sites in the
recreational zone based on already existing communal infrastructure. These will be hotels, museums, yacht clubs, as well as a water park at the entrance to the Spit.

The allocations from the federal budget will be made in order to set up service
lines, perform shore protection, and construct a running track and a large motorway.  Potential investors should be interested in special business conditions for the residents of the zone.

On April 1, 2006 the Federal Law On the Special Economic Zone in the Kaliningrad Region and on Changes to Certain Legislative Acts of the Russian Federation came into force. For a year from its coming into force 37 residents were registered. The law stipulates the corporate profit tax and corporate property tax exemptions for the first six years and their 50 per cent reduction for the next six years. By now the volume of capital investment for the announced investment projects has exceeded $763 million.

I cherish a hope that the amber land of Russia will become a territory of real
cooperation boosted by our open door policy aimed at expansion of inter-regional and international relations. We seek to create a favorable business climate for attracting investment, as well as comfortable rest conditions for creating tourists inflow.
