It won’t take a long time before Kabardino-Balkaria becomes a rapidly
developing region of Southern Russia. The Republic boasts a favorable
geographic location, good climate, unique natural resources, great human
resources, and a well-developed financial, transport, and engineering infrastructure. Effective use of these advantages will help us achieve our goals.
Industrial policy of the Republic focuses on bringing it to a new level of development, on creating high-tech and efficient production sector which will be able to produce competitive-quality goods, on modernizing and re-equipping manufacturing enterprises, and on entering new markets. The key measures of industrial development include reconstruction and re-equipment of OAO Tyrnyauz Tungsten and Molybdenum Integrated Works, a number of investment projects aiming to start production of new diamond tools at the Terekalmaz plant, and construction of several new manufacturing enterprises.
The Republic has considerable supplies of ores and non-metallic materials,
such as cement, gravel, sand, and facing stone. We are planning to use their
deposits for developing our construction industry. Construction materials from Kabardino-Balkaria should find an adequate place on the national market.
Development of the hydro-power sector is another priority goal. In addition
to completing an extremely important system of hydroelectric power stations at the Lower Cherek, a number of smaller hydroelectric power stations will be built.
Implementation of these projects will not just fully supply the Republic with electric power: it will also be able to sell power surplus to its neighbors.
Tourism business has a large growth potential. Development of the Elbrus
area, the Nalchik resort, and other recreational sites will give an additional impetus to the service sector, food industry, all kinds of transportation, and other spheres. Growth in this area will cause first a volume growth, and then a qualitative improvement in the related sectors. Through the inter-industry relations, virtually every sector of the Republic’s economy will be involved in producing recreational services.
We intend to use help of large investors in developing our industry and
tourism. Investments accelerate business growth and help to create new jobs. This is why it is important that both politicians and business people on federal and regional level should help attract investment.
Another important goal is to develop the agroindustrial sector, which is to
become a guarantee of the Republic’s food security and to provide jobs for population. The Republic is actively participating in priority national projects, including those that are aiming to develop the agroindustrial sector. Everyone who wants to start raising cattle can receive a personal loan. Loans are easier available now, and provided for a longer term, which means they look more appealing to rural population, farmers, and land tenants.
It is a well-known fact that small business is the most flexible part of economy. And in the future, it will greatly affect the Republic’s economic growth speed and composition and quality of its GRP; it will also help to increase competition and create new jobs. With this purpose in view, we are creating a favorable environment for new small businesses.
