The main guidelines for the long-term development of the Republic of Buryatia are expounded in the Program of Social and Economic Development, 2008 – 2010 and through 2017. The program takes into account the main guidelines of the conceptual framework of the development of Russia through 2020 and the strategy of Siberia and Far East development, aiming at strengthening international and inter-regional links.
The development projects which are of special importance for the Republic
include the development of mineral and natural resources, a special tourist and recreational zone, transport, logistics, the agroindustrial sector, and innovations.
The medium and long-term development of mineral and natural resources
will rely on forming two production and infrastructure areas: the North Baikal area, where the Baikal-Amur Railroad Mainline (BAM) is situated, and the Eastern area in the zone of influence of the Trans-Siberian Railroad.
The next project is a tourist complex on Lake Baikal. The main idea of the
special economic zone is to create a world-level tourist mecca in Eastern Russia that will give necessary impetus to and speed up allied activities, such as agriculture, food products and beverages, transport, and construction.
Buryatia enjoys unique deposits of purest quartz. We plan to set up facilities based on them for the production of multi silicon for solar energy supply, as well as state-of-the-art microchips.
The realization of the project will permit Russia to produce up to one third
of all polycrystal silicon and solar batteries.
While realizing this program, primordial importance will be attached to the
development of the basic infrastructures: energy supply, transport, roads, service lines, and communal infrastructure. The transport and road infrastructure priority is determined by the necessity to take off the infrastructure limitations in the development of natural resources, as well as to create a tourist zone infrastructure and develop international and inter-regional links.
Russia has set a strategic task of creating a basic transport network in
Siberia and Far East that will meet the standards of the 21st century. As far
as this issue is concerned, the Republic of Buryatia has a very advantageous geopolitical location, as two largest railways cross it: the Trans-Siberian Railroad and the Baikal-Amur Mainline and, moreover, the Republic has access to the Asia-Pacific countries through Mongolia.
We therefore attach a great deal of importance to the development
of the transport and logistic system, which will help optimize transit freight
transportation via the Trans-Siberian Railroad and the Baikal-Amur Mainline and increase the potential of the Ulan-Ude – Ulan-Bator (Mongolia) – Central China – South Eastern Asia countries transport corridor.
The agroindustrial sector of the Republic is very promising too. Its key
industries are meat, confectionery, pasta, fish, dairy products, and alcoholic and non-alcoholic beverages. Large investment projects will be realized aimed at reconstruction and modernization of livestock farming complexes and purchase of breeding cattle, vehicles, and equipment.
So, the start forebodes success to Buryatia keeping step with the rate of the development of Russia in general, and the Trans-Bailkal Region and Far East in particular. People in Buryatia will surely be able to live here with comfort and be proud of their home.
